According to the public access Angus Council planning website, a further Screening Opinion Request (SOR) has been submitted.
The original SOR was made in July 2015 for a proposed music festival at a field 400 metres West of Pitlivie Farm, muirdrum, Carnoustie, by Jigsaw Events and Management Ltd. The boundary for the festival has since been amended and this is what has led to the further submission.
The plan is to establish an annual music festival to run with the inaugural event to be held in the first weekend of June, 2016. The proposal is for a two-day music festival with associated car parking and camping. Brindley Associates Ltd. was commissioned by Jigsaw Media Ltd. to carry out an ecological Desk‐Top Study on three potential festival sites located in Angus. The report, based on freely available online data records, dialogue with a local ornithologist and the viewing of aerial photography, stated: “Whichever site is selected, further targeted ecological survey and development of habitat and species management plans appropriate to their proposed use as a temporary festival site will be required.”
The Panmure site had been decided upon. A response from Angus Council, dated August 14 2015, confirmed the proposal was unlikely to have significant environmental effects and an Environmental Impact Assessment (EIA) was therefore not required.
