Welcome for moves to restrict use of fireworks

Angus MP Dave Doogan has welcomed the announcement that the Scottish Government is to introduce new legislation on the use of fireworks and pyrotechnics.

The Fireworks and Pyrotechnic Articles (Scotland) Bill, introduced on February 1, proposes tougher action on the sale and use of fireworks and the misuse of pyrotechnics.

This will make it a criminal offence to buy, possess or use fireworks without a licence, or to supply to a person without a licence.

It will also be an offence to provide fireworks or pyrotechnic articles to a child, or buy them on behalf of a child.

Mr Doogan, who commissioned an online survey on the issue, said he is glad the Scottish Government is taking the issue seriously.

He said: “I know that Bonfire Night and New Year’s Eve in particular bring anxiety for many people and pet owners due to the use of fireworks.

"I was surprised at the number of constituents who responded to my survey, with many people calling for fireworks to be better controlled. I am glad that Scottish Government are taking this as seriously as I do.”

In a survey between November and December 2020, nearly 300 constituents responded, with nearly three in four saying that use of private fireworks were a nuisance and 80% thought that the private use of fireworks is detrimental to the health of pets, livestock and wildlife. Moreover, 88% of people thought that the private use of fireworks should be more restricted.

The new bill specifies that certain fireworks will only be supplied to, and used by, members of the public at certain times, but organised public and professionally organised displays will be exempt.
